Comparative analysis

General Objectives :

The purpose of WP 5 is to analyze the impact of NTMs on agri-food trade of the EU (exports and imports) in a comparative analysis at the aggregate level, where aggregate takes the meaning of cross-product, cross-country and across several measures.

Specific objectives:

 

  • To analyse the data collected under WP 4 on standards and regulations imposed on the exports of the EU with regard to the differences in the import conditions between the EU and selected agricultural import countries, in terms of country-to-country differences and/or deviations from internationally recommended standards and the EU import requirements.
  • To conceptualise an indicator of policy heterogeneity in terms of the differences in requirements for exports to 10 major agricultural export destinations. Benchmarks are the international standards recommended by Codex/WHO/OIE and/or the and the EU import requirements.
  • To empirically quantify the impact of NTMs on EU agri-food trade, based on applications of gravity modelling techniques and the use of intra-EU trade as a free trade benchmark without NTMs in place.

The final purpose is  to derive policy recommendations on possible priorities for NTM reform, based inter alia on assessment of biased impact of measures on EU exporters vis-à-vis Europe's competitors.
