The French National Institute for Agricultural Research (INRA) is a public research organisation funded mainly by the French Ministry of Research and by contracts with public administration as well as private firms, covering all aspects of research related to agriculture and biology. The total number of employees in the agency is roughly 8600 including 1700 researchers and engineers. The Department of Economics and Social Sciences, with a total of 290 people, including more than 100 researchers, is involved in economics, econometrics, sociology, computer sciences and operations research.

The joint research unit (UMR) in public economics of the French Institut National de la Recherche Agronomique (INRA) and the AgroParisTech University, headed by Dr. Stephan Marette, has been working extensively on market access and trade negotiations. The team has worked as consultants on agricultural tariffs and protection issues for the Directorate general "Agriculture" of the European Commission. The group has worked on measuring protection and market access, including tariff rate quota management and tariff changes and non-tariff barriers. The team has published extensively on protection measurement, effective protection, and agricultural trade negotiations. During the last four years, the group has been particularly involved in assessing the consequences of the Uruguay Round in terms of market access for developing countries.
