The University of Sao Paulo, is the leading university in Brazil. The project will be conducted by the Center for Advanced Studies in Applied Economics - Cepea. This is a research centre of the University of São Paulo located at the ESALQ campus in Piracicaba. Cepea is focused on agribusiness issues and is organized by specialists that have been collecting and analyzing data from primary sources for more than 15 years. Its staff currently sums up to 140 professionals.

Since December 2004, Cepea's researchers have been conducting analyses to  identify and understand  economic effects of technical, sanitary and phytosanitary requirements upon international trade of commodities. Research has included : - Interpretation and dissemination of the Agreement on Technical Barriers to Trade, settled in the World Trade Organization (TBT/WTO); - Production of weekly newsletter containing an inventory of TBT and SPS notifications and counter-notifications impacting Brazilian exports, including potential economic impact assessment; - Development of methodology and analytical tools to assess actual and potential economic impacts of TBT and SPS measures upon Brazilian exports.

International relevant project experience:

  • SPS in agricultural trade: issues and options for a research agenda. Financed by the Inter-American Development Bank (IADB) - 2004/05. This work explores two important and inter-related perspectives for a concrete research agenda that addresses issues and methodologies to evaluate the impacts of SPS requirements upon agricultural trade.

Trade Related Subsidies - Bridging the North South Divide financed by the International Institute for Sustainable Development -  provides details of the types of domestic subsidies in place, the reasons for the subsidies, and the environmental, social and economic impacts.
